Dealer stealin front air dam?

I went to my local dealer the other day to take a look at some of the new 09s - which look sweet.  I noticed on all of the HD trucks that the black cover thingy that fills in the gap from the chrome to body color on the bumper was missing.  Since they're the current 3rd gen styling still I thought all of those newer 3rd gen trucks had the cover to help with aerodynamics.  Is the dealer just taking them off and putting them back in the parts department?

I know that my truck didn't come with one and that they added them in 06 I think.  The dealer probably isn't getting them or just decided to leave it in the truck under the back seat or something.
